'Decline' or 'rise' - between these two poles of the early 'Rassenhygiene' or 'Eugenik' different positions and recommendations were proposed for the prevention of the so-called 'Entartung' of the modern 'Kulturmenschheit' or the promotion of the so-called 'Hoherzuchtung'. The suggested agendas covered limited assistance for so-called 'weak', special facilitation or ban of marriage and forced sterilization to the point of state-controlled reproduction of human beings. As a consequence, by the end of the 19th and at the beginning of the 20th century an extensive variety of 'rassenhygienischer' literature emerged in Germany forming the basis for the present discourse analysis.
